A tutti i Registrar, vi informiamo che in data 8 luglio 2022 scadrà l’attuale certificato SSL del servizio EPP di produzione. Pertanto, lunedì 13 giugno 2022, alle ore 14:00, il Registro .it provvederà a sostituire il certificato SSL sui server epp.nic.it e epp-deleted.nic.it. Il nuovo certificato è rilasciato dalla CA pubblica “GEANT OV RSA CA 4”. Con l’occasione, vi ricordiamo che, il Registro .it, al fine di rendere indipendente il client EPP dai certificati SSL utilizzati nel servizio EPP, già dalle ultime versioni della libreria client EPP (epp-client-1.17.0-20200513 e epp-client-lib-1.18.0-20220607) non fa più uso del file “trusted.keystore”, contenente la chiave pubblica del certificato relativo al servizio EPP. Therefore, on Monday, June 13, 2022 at 2:00 pm, the .it Registry will replace the SSL certificate on the epp.nic.it and epp-deleted.nic.it servers. The new certificate is issued by the public CA “GEANT OV RSA CA 4”. We would like to remind you that, in order to make the EPP client independent from the SSL certificates used in the EPP service, starting from the latest versions of the EPP client library (epp-client-1.17.0-20200513 and epp-client-lib-1.18.0-20220607), the .it Registry no longer uses the “trusted.keystore” file, containing the public key of the certificate relating to the EPP service. A tutti i Registrar, Si riporta all’attenzione dei Registrar che dal 1 luglio 2022 i Registrar che non hanno provveduto ad inoltrare l’accettazione della proposta a contrarre debitamente firmata saranno sospesi. Questa comunicazione non riguarda i Registrar che hanno già provveduto ad inviare la proposta contrattuale e che hanno ricevuto un positivo riscontro via email da parte del Registro .it. I passi da seguire per la conclusione di un contratto Registrar sono: 1) scaricare, visionare e conservare la proposta contrattuale firmata digitalmente dal Direttore del Registro .it https://www.nic.it/sites/default/files/documenti/2022/Proposta_di_contratto…; 2) accedere al form online https://www.nic.it/reg-pm/accettazione2022/ per la compilazione guidata dell'accettazione della proposta; 3) i Registrar già accreditati ed operanti dovranno loggarsi con le proprie credenziali; 4) compilare e verificare la correttezza dei dati nell'accettazione della proposta generata; 5) scaricare il file pdf/A contenente l’accettazione della proposta senza alterarne il contenuto; 6) sottoscrivere la proposta digitalmente, a cura del legale rappresentante dell' Organizzazione Registrar, con firme digitali figurative PADES (Registrar italiani e stranieri in possesso di firma digitale qualificata) oppure sottoscriverla con firme olografe (Registrar stranieri o italiani non dotati di firma digitale qualificata); 7) FIRME PER LA SOTTOSCRIZIONE: Le firme obbligatorie per la sottoscrizione del contratto registrar 2022-2025 sono 3 e riguardano la sottoscrizione dell’accettazione della proposta contrattuale e la sottoscrizione dell’allegato B. Per l’Allegato A, invece, è facoltà del Registrar decidere se sottoscriverlo e la mancata firma non pregiudica la sottoscrizione del contratto. Registrars already accredited have to access with its own credentials; 4. fill in and verify the accuracy of data in the acceptance of the generated proposal; 5. download the pdf version of the acceptance of the proposal without altering its contents; 6. undersign the proposal with figurative PADES electronic signatures (Italian and foreign Registrars who possess a qualified electronic signature) by the legal representative of the Registrar Organization, or undersign it with holographic signatures (Italian and foreign Registrars who do not possess a qualified electronic signature); 7. signatures for subscription: there are 3 mandatory signatures for subscribing the 2022-2025 Registrar contract, namely, the acceptance of the contract proposal subscription and the Annex B subscription. For Annex A, on the other hand, it is up to the Registrar to decide whether to subscribe it; failure to sign does not affect the subscription of the contract. A tutti i Registrar, vi informiamo che, il 7 giugno p.v., nella sezione “gov.it” del sito web del Registro .it (https://www.nic.it/it/domini-gov-it), saranno pubblicate la versione 1.0 del “Regolamento di assegnazione e gestione dei nomi a dominio nell’SLD gov.it” e la versione 1.0 delle relative “Linee Guida Tecniche per la gestione delle operazioni sui nomi a dominio nell’SLD gov.it” (addendum alle Linee Guida Tecniche per la gestione delle operazioni sui nomi a dominio nel .it). Il “Regolamento di assegnazione e gestione dei nomi a dominio nell’SLD gov.it” e le relative Linee Guida Tecniche entreranno in vigore il 7 luglio 2022. Vi informiamo inoltre che, a partire dal 7 giugno p.v., sarà possibile simulare sulla piattaforma di test del Registro .it, le operazioni necessarie alla registrazione di un nome a dominio dell’SLD gov.it. Oltre al rilascio del server EPP, in grado di riconoscere le estensioni per l’SLD gov.it descritte nelle Linee Guida Tecniche, sarà reso disponibile il sistema di validazione del soggetto richiedente il nome a dominio gov.it, accessibile a: https://gov-it-validation.pubtest.nic.it/ Il sistema di validazione, che in produzione sarà riservato alle Pubbliche Amministrazioni Centrali dello Stato italiano che desiderano registrare un nome a dominio nell’SLD gov.it, nella piattaforma di test è stato modificato in modo da consentire l’accesso ai Registrar, che potranno così verificarne il funzionamento e, una volta messo in produzione il 7 luglio, istruire i potenziali futuri Registranti. I Registrar potranno accedere al suddetto sistema autenticandosi via SPID o, in mancanza di SPID, registrando un apposito utente. Al termine della validazione, il sistema invierà il risultato al Registrar (all’indirizzo e-mail definito dentro SPID o all’indirizzo e-mail con il quale si è registrato sul sistema). Al fine di rendere più semplice e chiaro l’utilizzo di tale sistema di validazione, il Registro .it ha “pre-validato” un insieme di Pubbliche Amministrazioni italiane che hanno diritto alla registrazione di un nome a dominio gov.it e che potranno essere utilizzate dai Registrar sulla piattaforma di test, sia nella procedura di validazione che, successivamente, nella registrazione via EPP del nome a dominio e dei rispettivi contatti. L’insieme di tali Pubbliche Amministrazioni con le relative informazioni di riferimento (codice IPA, eventuale codice UO) sarà disponibile sul portale RAIN di produzione (https://rain-ng.nic.it), nella sezione “Documenti/TEST-PA”. Con l’occasione, informiamo anche i Registrar che sul portale RAIN, nella sezione “Documenti / EPP Client Library”, è stata pubblicata la nuova libreria client del Registro .it (epp-client-lib-1.18.0-20220607.zip) contenente le estensioni per la gestione dei nomi a dominio “gov.it” e la relativa documentazione. Cordiali saluti, lo staff del Registro .it _______________________________________ To all Registrars we inform you that, on June 7, in the “gov.it” section of the website of the .it Registry (https://www.nic.it/en/domini-gov-it), version 1.0 of the “Regulation for the assignment and management of domain names in the gov.it SLD” and version 1.0 of the related “Technical Guidelines for the management of domain name operations in the gov.it SLD” (addendum to the Technical Guidelines for the management of domain name operations in the .it SLD) will be published. The “Regulation for the assignment and management of domain names in the SLD gov.it” and the related Technical Guidelines will enter into force on July 7, 2022. We would also like to inform you that, starting from June 7, it will be possible to simulate on the test platform of the .it Registry the operations necessary for registering a domain name in the SLD gov.it. In addition to the release of the EPP server, capable of recognising the extensions for the gov.it SLD described in the Technical Guidelines, the gov.it domain name applicant validation system will be made available, accessible at https://gov-it-validation.pubtest.nic.it/ The validation system, which in production will be reserved for the Central Public Administrations of the Italian State wishing to register a domain name in the gov.it SLD, has been modified in the test platform to allow access to Registrars, who will thus be able to verify its operation and, once it goes into production on 7 July, instruct potential future Registrants. Registrars will be able to access this system by authenticating via SPID or, in the absence of SPID, by registering a specific user. Once validation is complete, the system will send the result to the Registrar (to the e-mail address defined within SPID or to the e-mail address with which he/she registered on the system). In order to make the use of this validation system simpler and clearer, the .it Registry has “pre-validated” a set of Italian Public Administrations that are entitled to register a gov.it domain name and that can be used by Registrars on the test platform, both in the validation procedure and, subsequently, in the registration via EPP of the domain name and respective contacts. The set of these Public Administrations with their reference information (IPA code, UO code if applicable) will be available on the production RAIN portal (https://rain-ng.nic.it), in the “Documents/TEST-PA” section. On this occasion, we also inform Registrars that on the RAIN portal, in the “Documents / EPP Client Library” section, the new client library of the .it Registry has been published (epp-client-lib-1.18.0-20220607.zip) containing the extensions for the management of “gov.it” domain names and the relevant documentation. Vi informiamo, inoltre, che durante l’intervento è prevista un’interruzione del servizio di registrazione e del servizio Whois di pochi minuti. The 2022-2025 Registrar Contract is set up as Standard Contract, in accordance with Article 1341 of the Civil Code, which is concluded by exchange of mail, with separate act of proposal and acceptance. The proposal to contract is available on the Registro. it web site https://www.nic.it/sites/default/files/documenti/2022/Proposta_di_contratto…. The proposal is set up in the legal form of the public offer, in accordance with Article 1336 of the Civil Code. The proposal assumes a formal and substantial relevance as it is digitally signed by the Director of IIT - Registro .it and registered with the unique protocol number n. 0002077 del 04/04/2022. Please download the proposal and have sight. If your intention is to finalise the upon mentioned contract you need to send the acceptance, which is considered a duplicate copy as an authentic reproduction of the proposal itself. The rights and obligations of both parties arise from the willingness to enter into contract, that corresponds to the completion of the exchange of the two unilateral acts. A tutti i Registrar, vi informiamo che giovedì 12 maggio, sulla piattaforma di test del Registro .it sarà disponibile una nuova versione del server EPP. La nuova versione include alcune delle novità introdotte dalle nuove "Linee Guida Tecniche" versione 3.0 pubblicate il 29 aprile scorso sul sito web del Registro, ovvero: - modificata la categoria (EntityType) delle imprese individuali, che da EntityType = 2 sono state collocate tra i soggetti con EntityType = 3; - i soggetti, appartenenti alla categoria identificata da EntityType = 3, possono esprimere il consenso alla pubblicazione dei dati personali (consentForPublishing); - modificate le descrizioni delle reason di errore 8028 e 9017, al fine di contemplare la modifica del consentForPublishing anche per i soggetti con entityType = 3; - aggiunta la reason di errore 4017. Vi ricordiamo che il nuovo Regolamento 8.0 e le nuove Linee Guida Tecniche 3.0 entreranno in vigore il 30 maggio 2022. A tutti i Registrar, si fa presente che e' possibile perfezionare il contratto Registrar 2022-2025, che si configura come un contratto per adesione ai sensi dell’art.1341 cod. civ. concluso tramite scambio per corrispondenza, quindi con distinti atti di proposta e accettazione. Sul sito del Registro .it e' resa disponibile la proposta a contrarre https://www.nic.it/sites/default/files/documenti/2022/Proposta_di_contratto… che, avendo la forma di offerta al pubblico ai sensi dell’art.1336 cod.civ., assume rilevanza formale e sostanziale perche' firmata digitalmente in ogni sua parte dal Direttore dell’IIT – Registro .it e resa univoca dal protocollo n. 0002077 del 04/04/2022. Siete pertanto invitati a scaricarla, prenderne visione e, nel caso in cui sia Vostra intenzione perfezionare il contratto, vi chiediamo di provvedere a inviare l’accettazione della proposta, che si configura come una duplice, autonoma e sostanziale identica riproduzione documentale della proposta. I relativi e diversi diritti e obblighi delle parti scaturiscono dall’incontro delle volontà, ossia all’avvenuto compimento dello scambio dei due atti unilaterali. I passi da seguire per la conclusione di un contratto Registrar sono: 1) scaricare, visionare e conservare la proposta contrattuale firmata digitalmente dal Direttore del Registro .it https://www.nic.it/sites/default/files/documenti/2022/Proposta_di_contratto…; 2) accedere al form online https://www.nic.it/reg-pm/accettazione2022/ per la compilazione guidata dell'accettazione della proposta; 3) i Registrar già accreditati ed operanti autenticarsi con le proprie credenziali mentre i nuovi dovranno entrare come “nuovi Registrar”; 4) compilare e verificare la correttezza dei dati nell'accettazione della proposta generata; 5) scaricare il file pdf/A contenente l’accettazione della proposta senza alterarne il contenuto; 6) sottoscrivere la proposta digitalmente, a cura del legale rappresentante dell'Organizzazione Registrar, con firme digitali figurative PADES (Registrar italiani e stranieri in possesso di firma digitale qualificata), oppure sottoscriverla con firme olografe (Registrar stranieri o italiani non dotati di firma digitale qualificata); 7) FIRME PER LA SOTTOSCRIZIONE: Le firme obbligatorie per la sottoscrizione del contratto Registrar 2022-2015 sono 3 e riguardano la sottoscrizione dell’accettazione della proposta contrattuale e la sottoscrizione dell’allegato B. Per l’Allegato A, invece, è facoltà del Registrar decidere se sottoscriverlo e la mancata firma non pregiudica la sottoscrizione del contratto. Le firme obbligatorie sono 3: - 2 firme obbligatorie dopo l’art. 44: 1 firma per accettazione della proposta contrattuale e 1 firma per la sottoscrizione delle clausole vessatorie; - 1 firma per la sottoscrizione dell’Allegato B – NORME DI BUONA CONDOTTA Le firme facoltative sono 2 e riguardano l’Allegato A (dopo il paragrafo 11): - 1 firma per la sottoscrizione dell’allegato - 1 firma per la sottoscrizione delle clausole vessatorie. 8) l’accettazione della proposta firmata digitalmente dovrà essere inviata tramite PEC (Registrar italiani) all'indirizzo registro(a)pec.nic.it oppure via email normale all'indirizzo hostmaster(a)nic.it. Si fa presente che, sia nell’invio con PEC, sia con email normale, l’accettazione non può contenere firme scansite. Registrars already accredited have to access with its own credentials, whilst new users have to access as a new Registrar; 4. fill in and verify the accuracy of data in the acceptance of the generated proposal; 5. download the pdf version of the acceptance of the proposal without altering its contents; 6. undersign the proposal with figurative PADES electronic signatures (Italian and foreign Registrars who possess a qualified electronic signature) by the legal representative of the Registrar Organization, or undersign it with holographic signatures (Italian and foreign Registrars who do not possess a qualified electronic signature); 7. signatures for subscription: there are 3 mandatory signatures for subscribing the 2022-2025 Registrar contract, namely, the acceptance of the contract proposal subscription and the Annex B subscription. For Annex A, on the other hand, it is up to the Registrar to decide whether to subscribe it; failure to sign does not affect the subscription of the contract. There are 3 mandatory signatures: - 2 mandatory signatures after Art. 44: 1 signature for acceptance of the contract proposal and 1 signature for subscribing the vexatious clauses; - 1 signature for subscribing Annex B - rules of good conduct. The optional signatures are 2 and concern Annex A (after paragraph 11): - 1 signature for subscribing the annex; - 1 signature for subscribing the vexatious clauses. 8. the acceptance of the digitally signed proposal must be sent via PEC (Italian Registrars) to registro(a)pec.nic.it or via email to hostmaster(a)nic.it. A tutti i Registrar, vi informiamo che oggi, 29 aprile 2022, nella sezione “Moduli e Doc” del sito web del Registro.it, è stata pubblicata la versione 8.0 del “Regolamento di assegnazione e gestione dei nomi a dominio nel ccTLD .it” e la versione 3.0 delle “Linee Guida Tecniche”: https://www.nic.it/sites/default/files/documenti/2022/Regolamento_assegnazi… https://www.nic.it/sites/default/files/documenti/2022/Linee_Guida_Tecniche_… Il nuovo Regolamento e le nuove Linee Guida Tecniche entreranno in vigore il 30 maggio 2022. Le principali modifiche presenti nel nuovo “Regolamento” sono le seguenti: - aggiunto il Regno Unito ai paesi ai quali è consentita la registrazione dei nomi a dominio nel ccTLD.it; - eliminato il fax come mezzo di comunicazione da e verso il Registro; - aggiunta la cancellazione di un nome a dominio da parte del Registrar, nel caso di dati palesemente errati del Registrante; - revisione dei nomi corrispondenti alle denominazioni delle province italiane; - aggiunto il link relativo all’ “Elenco dei nomi corrispondenti alle denominazioni dei comuni italiani” presente sul sito web del Registro .it. Le principali modifiche presenti nelle nuove “Linee Guida Tecniche” le seguenti: - aggiunto il Regno Unito ai paesi ai quali è consentita la registrazione dei nomi a dominio nel ccTLD.it; - eliminato il fax come mezzo di comunicazione da e verso il Registro e aggiunto l’indirizzo email domain-operations(a)nic.it; - modificata la categoria (EntityType) delle imprese individuali, che da EntityType = 2 sono state collocate tra i soggetti con EntityType = 3; - i soggetti, appartenenti alla categoria identificata da EntityType = 3, possono esprimere il consenso alla pubblicazione dei dati personali (consentForPublishing); - inserita la nuova sezione: “3.8.3 Procedura per la rilevazione, segnalazione e correzione dei dati inaccurati”; - aggiunta la cancellazione di un nome a dominio da parte del Registrar, nel caso di dati palesemente errati del Registrante; - revisione degli stati di un nome a dominio inactive/serverHold e pendingDelete/pendingDelete e revisione di uno degli stati dei contatti (serverUpdateProhibited) in seguito all’introduzione del sistema per la verifica e la gestione dell’accuratezza dei dati; - i contatti Registrante che si trovano nello stato serverUpdateProhibited non possono essere referenziati dal Registrar nella registrazione di nuovi nomi a dominio o in nomi a dominio già presenti nel DBNA; - revisione dei “moduli di registrazione” presenti ai paragrafi 3.1.6.1 e 3.1.6.2; - revisione dei “Modelli di documento scritto di registrazione” presenti ai paragrafi 3.8.1.1.1 e 3.8.1.1.2; - alle imprese individuali e ai liberi professionisti viene inviata la stessa email delle persone fisiche (“Oggetto: 10300 - Nuova registrazione del nome a dominio <nome del dominio>”) nei casi di registrazione di un nuovo nome a dominio e di modifica del Registrante; - modificate le descrizioni delle reason di errore 8028 e 9017, al fine di contemplare la modifica del consentForPublishing anche per i soggetti con entityType = 3; - aggiunte due nuove reason di errore: 4017 e 8009; - revisione dell’“Appendice M - Il servizio Whois”, al fine di contemplare la modifica del consentForPublishing anche per i soggetti con entityType = 3. The main changes in the new Regulation are as follows: - addition of the United Kingdom to the list of countries allowed to register domain names in the ccTLD.it; - elimination of fax as a means of communication to and from the Registry; - addition of the cancellation of a domain name by the Registrar, in the case of obviously incorrect data of the Registrant; - revision of the names corresponding to the denominations of the Italian provinces; - addition on the website of the .it Registry of the link of the List of names corresponding to the names of “Italian municipalities” has been added. The main changes in the new “Technical Guidelines” are as follows: - addition of the United Kingdom to the list of countries allowed to register domain names in the ccTLD.it; - elimination of fax as a means of communication to and from the Registry and addition of the email address domain-operations(a)nic.it; - the category (EntityType) of individual firms has changed from EntityType = 2 to subjects with EntityType = 3; - the subjects, belonging to the category identified by EntityType = 3, can express their consent to the publication of personal data (consentForPublishing); - a new section has been added: “3.8.3 Procedure for the detection, reporting and correction of inaccurate data”; - addition of the cancellation of a domain name by the Registrar, in the case of obviously incorrect data of the Registrant; - revision of the domain name statuses inactive/serverHold and pendingDelete/pendingDelete and revision of one of the contact statuses following the introduction of the system for the verification and management of data accuracy; - the Registrant contacts who are in serverUpdateProhibited status cannot be referenced by the Registrar in the registration of new domain names or in domain names already present in the DBAN; - revision of the “registration forms” present in paragraphs 3.1.6.1 and 3.1.6.2; - revision of “Written registration forms” present in paragraphs 3.8.1.1.1 and 3.8.1.1.2; - individual firms and professionals are sent the same e-mail as natural persons (“Subject: 10300 - New registration of the domain name <domain name>”) in the case of registration of a new domain name and change of Registrant; - modification of the descriptions of reasons 8028 and 9017, in order to contemplate the modification of consentForPublishing also for subjects with EntityType = 3; - addition of two new error reasons: 4017 and 8009; - revision of “Appendix M - The Whois service”, in order to contemplate the modification of consentForPublishing also for subjects with EntityType = 3.
