L'agenda e' disponibile nella sezione Meeting del portale RAIN-NG (https://rain-ng.nic.it/rain/meeting/). I Registrar che volessero seguire l'evento via streaming devono inviare una mail a meeting at registro.it, entro mercoledì 2 aprile alle 18. Nella mail di iscrizione si prega di indicare nome, cognome e TAG-REG della persona che parteciperà all’evento. A tali Registrar saranno successivamente comunicate via email le modalita' di accesso alla piattaforma di streaming. A tutti i Registrar, si fa presente che da questo momento e' possibile perfezionare il contratto Registrar della durata di 18 mesi, dal 1 maggio 2025 al 31 ottobre 2026, che si configura come un contratto per adesione ai sensi dell’art.1341 cod. civ. concluso tramite scambio per corrispondenza, quindi con distinti atti di proposta e accettazione. Sul sito del Registro .it e' resa disponibile la proposta a contrarre https://www.nic.it/sites/default/files/documenti/2025/Proposta_di_contratto… che, avendo la forma di offerta al pubblico ai sensi dell’art.1336 cod.civ., assume rilevanza formale e sostanziale perche' firmata digitalmente in ogni sua parte dal Direttore dell’IIT – Registro .it e resa univoca dal protocollo n. 43541 del 14 febbraio 2025. Siete pertanto invitati a scaricarla, prenderne visione e, nel caso in cui sia Vostra intenzione perfezionare il contratto, vi chiediamo di provvedere a inviare l’accettazione della proposta, che si configura come una duplice, autonoma e sostanziale identica riproduzione documentale della proposta. I relativi e diversi diritti e obblighi delle parti scaturiscono dall’incontro delle volontà, ossia all’avvenuto compimento dello scambio dei due atti unilaterali. I passi da seguire per la conclusione di un contratto Registrar sono: 1) scaricare, visionare e conservare la proposta contrattuale firmata digitalmente dal Direttore del Registro .it https://www.nic.it/sites/default/files/documenti/2025/Proposta_di_contratto…; 2) accedere al form online https://www.nic.it/reg-pm per la compilazione guidata dell'accettazione della proposta; 3) i Registrar già accreditati ed operanti dovranno autenticarsi con le proprie credenziali mentre i nuovi dovranno entrare come “nuovi Registrar”; 4) compilare e verificare la correttezza dei dati nell'accettazione della proposta generata; 5) scaricare il file pdf/A contenente l’accettazione della proposta senza alterarne il contenuto; 6) sottoscrivere la proposta digitalmente, a cura del legale rappresentante dell'Organizzazione Registrar, con firme digitali figurative PADES (Registrar italiani e stranieri in possesso di firma digitale qualificata), oppure sottoscriverla con firme olografe (Registrar stranieri o italiani non dotati di firma digitale qualificata); 7) FIRME PER LA SOTTOSCRIZIONE: Le firme obbligatorie per la sottoscrizione del contratto Registrar 1 maggio 2025- 31 ottobre 2026 sono 3 e riguardano la sottoscrizione dell’accettazione della proposta contrattuale e la sottoscrizione dell’allegato B. Per l’Allegato A, invece, è facoltà del Registrar decidere se sottoscriverlo e la mancata firma non pregiudica la sottoscrizione del contratto. Le firme obbligatorie sono 3: - 2 firme obbligatorie dopo l’art. 44: 1 firma per accettazione della proposta contrattuale e 1 firma per la sottoscrizione delle clausole vessatorie; - 1 firma per la sottoscrizione dell’Allegato B – NORME DI BUONA CONDOTTA Le firme facoltative sono 2 e riguardano l’Allegato A (dopo il paragrafo 11): - 1 firma per la sottoscrizione dell’allegato - 1 firma per la sottoscrizione delle clausole vessatorie. 8) l’accettazione della proposta firmata digitalmente dovrà essere inviata tramite PEC (Registrar italiani) all'indirizzo registro(a)pec.nic.it oppure via email normale all'indirizzo hostmaster(a)nic.it. Si fa presente che, sia nell’invio con PEC, sia con email normale, l’accettazione non può contenere firme scansite. L’accettazione della proposta sottoscritta con firma olografa e timbrata, deve essere inviata a mezzo posta convenzionale all’indirizzo: Registro .it Istituto di Informatica e Telematica - CNR Via Giuseppe Moruzzi, 1 56124 PISA 9) Inviare l’accettazione della proposta entro e non oltre il 31 maggio 2025. Dal 1 giugno 2025 i Registrar che non hanno provveduto ad inoltrare l’accettazione della proposta a contrarre firmata saranno sospesi. Inoltre, vi chiediamo di compilare, come atto formale e sostanziale, previsto dall’art. 13, rubricato Obblighi del Registrar, della Proposta a contrarre, il Registro del trattamento dati accedendo al portale RAIN, alla voce di menù Dati Registrar, Registro trattamento dati. The Registration Contract May 1, 2025 - October 31, 2026. is configured as a Standard Contract, pursuant to Article 1341 of the Civil Code, which is concluded by exchange of mail, with a separate act of proposal and acceptance. The proposal to contract is available on the Registro. it website https://www.nic.it/sites/default/files/documenti/2025/Proposta_di_contratto…. The proposal is set up in the legal form of the public offer, in accordance with Article 1336 of the Civil Code. The proposal assumes a formal and substantial relevance as it is digitally signed by the Director of IIT - Registro .it and registered with the unique protocol number n. 43541 del 14 febbraio 2025. Please download the proposal and have sight. If your intention is to finalise the upon mentioned contract you need to send the acceptance, which is considered a duplicate copy as an authentic reproduction of the proposal itself. The rights and obligations of both parties arise from the willingness to enter into contract, that corresponds to the completion of the exchange of the two unilateral acts. The steps to follow to finalise the Registrar Contract are: 1. download, examine and store the proposed contract which is digitally signed by the Director of Registro .it https://www.nic.it/sites/default/files/documenti/2025/Proposta_di_contratto… 2. access the online prefilled form https://www.nic.it/reg-pm for the acceptance of the proposal; 3. Registrars already accredited have to access with its own credentials, whilst new users have to access as a new Registrar; 4. fill in and verify the accuracy of data in the acceptance of the generated proposal; 5. download the pdf version of the acceptance of the proposal without altering its contents; 6. undersign the proposal with figurative PADES electronic signatures (Italian and foreign Registrars who possess a qualified electronic signature) by the legal representative of the Registrar Organization, or undersign it with holographic signatures (Italian and foreign Registrars who do not possess a qualified electronic signature); 7. signatures for subscription: there are 3 mandatory signatures for subscribing the Registration Contract May 1, 2025 - October 31, 2026, namely, the acceptance of the contract proposal subscription and the Annex B subscription. For Annex A, on the other hand, it is up to the Registrar to decide whether to subscribe it; failure to sign does not affect the subscription of the contract. There are 3 mandatory signatures: - 2 mandatory signatures after Art. 44: 1 signature for acceptance of the contract proposal and 1 signature for subscribing the vexatious clauses; - 1 signature for subscribing Annex B - rules of good conduct. The optional signatures are 2 and concern Annex A (after paragraph 11): - 1 signature for subscribing the annex; - 1 signature for subscribing the vexatious clauses. 8. the acceptance of the digitally signed proposal must be sent via PEC (Italian Registrars) to registro(a)pec.nic.it or via email to hostmaster(a)nic.it. Please note that the acceptance sent via PEC, as well as via email, cannot contain scanned signatures.
