A tutti i Registrar, vi ricordiamo che dal 1 gennaio 2019 entrerà in vigore la fatturazione elettronica e di conseguenza, a partire da tale data, il Registro.it emetterà fatture elettroniche per tutti i Registrar italiani. I Registrar che non avessero ancora inserito, tramite il portale RAIN, il proprio Codice destinatario o l'indirizzo di posta elettronica certificata (PEC), sono pertanto invitati a provvedere al piu’ presto. A tutti i Registrar, a seguito della circolare n. 31 del 4 dicembre 2018 del Consiglio Nazionale delle Ricerche, si comunica l’introduzione del pagamento dell’imposta di bollo, che sarà assolta in modo virtuale, a seguito dell’autorizzazione n° 112274 rilasciata dall’Agenzia delle Entrate in data 20 luglio 2018. L'imposta di bollo, di importo pari a 2 euro, si applica alle fatture esenti Iva di importo superiore a 77,47 euro, che per il caso di specie sono quelle che riguardano i pagamenti effettuati dai Registrar stranieri. L’importo di 2 euro viene decurtato dalla cifra versata dal Registrar, il quale, a fronte di un versamento di x euro, vedra’ pertanto aumentare il suo credito di x-2 euro. Sulla fattura verrà riportata la dicitura “Imposta di bollo assolta in modo virtuale ex art. 15 del D.P.R. 642 del 1972 aut. n. 112274 del 20/07/2018”. Cordiali saluti, lo staff del Registro.it ============================================================================== Subject: Application of stamp duty to payments To all Registrars, following the circular n. 31 ofDecember 4 , 2018 of the National Research Council, we announce the introduction of the payment of stamp duty, which will be paid in a virtual manner, following authorization No. 112274 issued by the Inland Revenue on 20 July 2018 . The stamp duty, amounting to 2 euros, is applied to VAT exempt invoices for amounts exceeding 77.47 euros, which in this case are those concerning payments made by foreign Registrars. The amount of 2 euros is deducted from the amount paid by the Registrar, which, in the face of a payment of x euros, will therefore increase its credit by x-2 euros. The invoice will include the words "Imposta di bollo assolta in modo virtuale ex art. 15 del D.P.R. 642 del 1972 aut. n. 112274 del 20/07/2018". Ai Registrar, nell’ultima riunione del Comitato di Indirizzo e' stata approvata la proposta di spostare la data del meeting a marzo o aprile dell’anno successivo a quello di gestione, in modo da poter disporre di dati contabili “consolidati” (e non preventivi) relativi all’anno precedente. La prossima riunione si terrà quindi il 5 aprile 2019 a Pisa. A tutti i Registrar, vi informiamo che ai fini della fatturazione elettronica, il portale RAIN e' stato modificato per consentire ai Registrar di specificare/modificare, in alternativa al Codice destinatario, il proprio indirizzo di posta elettronica certificata (PEC). Vi ricordiamo altresi' che i Registrar hanno la possibilita’ di creare utenti appartenenti al gruppo “billing” per gestire tutte le operazioni inerenti alla fatturazione (menu’ "Gestione Utenti" nella sezione "Dati Registrar” del portale RAIN). A tutti i Registrar, dal 1 gennaio 2019 entrerà in vigore la fatturazione elettronica, così come previsto dalla manovra finanziaria dello scorso anno. L’obbligo di fatturazione elettronica, già presente per la Pubblica Amministrazione dal 2016, viene così esteso al B2B (imprese, professionisti, ecc.) con la legge 205/2017 (l’Agenzia delle Entrate ha pubblicato le regole tecniche con la circolare del 30 aprile 2018). Tale obbligo scatta dal prossimo 1 gennaio 2019, con l’unica esclusione delle Partite IVA in regime dei minimi o con regime forfettario e, di conseguenza, a partire da tale data, il Registro.it emetterà fatture elettroniche per tutti i Registrar italiani. Al fine di consentirvi di comunicarci il Codice destinatario da inserire nella fattura elettronica, il Registro.it ha modificato il portale RAIN prevedendo, nella sezione “Pagamenti e Fatturazione”, la nuova voce di menù “Fatturazione Elettronica” dove è possibile inserire/modificare il proprio Codice destinatario. In particolare, gli Uffici della Pubblica Amministrazione italiana dovranno inserire il "Codice Univoco Ufficio” di 6 caratteri, mentre i professionisti, le imprese, ecc. dovranno inserire il proprio Codice destinatario SDI (Sistema Di Interscambio) di 7 cifre. Nel caso in cui i suddetti codici non venissero inseriti, la fattura elettronica riporterà un Codice destinatario composto da tutti zeri. The obligation of electronic invoicing, already present for the Public Administration since 2016, is thus extended to B2B (businesses, professionals, etc.) with the law 205/2017, (the Inland Revenue has published the technical rules with the circular of 30 April 2018). This obligation starts on January 1, 2019, with the sole exclusion of VAT numbers under the minimum or flat rate system and, consequently, from that date, the Registro.it will issue electronic invoices for all Italian Registrars. In order to allow Registrars to inform us of the recipient code to be included in the electronic invoice, Registro.it has modified the RAIN portal by providing, in the section "Payments and Invoicing", the new menu item "Electronic Invoice" where you can enter / modify your recipient code. In particular, Italian Public Administration Offices will have to insert the "Unique Office Code" of 6 characters, while Italian professionals, companies, etc. will have to insert their own SDI (Interchange System) recipient code of 7 digits.
