A tutti i Registrar, ai fini del calcolo della soglia di credito, allo stato attuale, il sistema sincrono calcola automaticamente 6 volte al giorno (ogni 4 ore a partire dalle 3:00) il numero di nomi a dominio di un Registrar la cui scadenza è prevista nelle: - tre settimane successive: se il credito non e' sufficiente a coprirne il rinnovo, il sistema avvisa il Registrar tramite messaggio nella coda di polling ("Low credit will be reached soon”); - una settimana successiva: se il credito non e' sufficiente a coprirne il rinnovo, il sistema avvisa il Registrar tramite messaggio nella coda di polling ("Low credit: only auto renew and not invoiced operations are allowed") e il Registrar non puo' piu' compiere operazioni fatturabili. Quando il Registrar esaurisce il credito “Out of funds: only not invoiced operations are allowed”, il sistema mette i nomi a dominio scaduti nello stato di inactive/notRenewed. I nomi a dominio che sono considerati ad oggi dal sistema per il calcolo della soglia secondo l'algoritmo sopra definito, sono quelli che si trovano negli stati: - ok e ok/noRegistrar in scadenza nei successivi 7 giorni - inactive/noRegistrar - inactive/notRenewed - pendingDelete/redemptionPeriod. In particolare, per i nomi a dominio che si trovano nello stato di pendingDelete/redemptionPeriod, allo stato attuale viene considerato nel calcolo della soglia il costo di 4,50 euro + IVA per l'eventuale rinnovo di un nome a dominio e il costo dell'operazione di "recupero da redemptionPeriod", anch'essa del costo di 4,50 euro + IVA. Considerato che, sulla base di un'analisi delle statistiche di questi due anni di attivita' del sincrono, e' emerso che: - meno del 10% dei nomi a dominio che si trovano nello stato di redemptionPeriod sono poi effettivamente recuperati dai Registrar; - che se un Registrar si trovasse sotto soglia e desiderasse recuperare un nome a dominio, puo' effettuare in qualsiasi momento un pagamento con carta di credito sul portale RAIN-NG; - che alcuni Registrar hanno avanzato la richiesta di riconsiderare la procedura del calcolo della soglia non considerando i nomi a dominio nello stato di pendingDelete/redemptionPeriod; il Registro, sulla base delle considerazioni di cui sopra, a partire da martedi 4 ottobre p.v. procedera' con la modifica del sistema di calcolo della soglia di credito di un Registrar, rimuovendo dall'ammontare della soglia i costi imputabili al recupero e all'eventuale rinnovo dei nomi a dominio che si trovano nello stato di pendingDelete/redemptionPeriod. Cordiali saluti, lo staff del Registro .it ================ To all Registrars, in order to calculate the threshold credit, currently , the synchronous system automatically calculates 6 times a day (every 4 hours starting from 3 am) the number of Registrar domain names whose expiry date is foreseen during: - the following three weeks: if the credit does not cover the automatic renewal, the system notifies the Registrar through a message in the polling queue ("Low credit will be reached soon”); - the following week: if the credit does not cover the automatic renewal, the system notifies the Registrar through a message in the polling queue ("Low credit: only auto renew and not billable operations are allowed"), and the Registrar is not allowed to carry out billable operations. When the Registrar credit runs out “Out of funds: only not invoiced operations are allowed”, the system puts the domain names in inactive/notRenewed status. The domain names that are currently taken into account by the system, in order to calculate the threshold credit according to the algorithm defined above, are those in the statuses that follows: - ok and ok/noRegistrar expiring in the next 7 days - inactive/noRegistrar - inactive/notRenewed - pendingDelete/redemptionPeriod. In particular, for the domain names that are in pendingDelete/redemptionPeriod status, currently both the cost of 4,50 euros + VAT for the possible renewal of the domain name and the cost of the "restore from redemptionPeriod" operation, still 4,50 euros + VAT, are taken into account for the calculation of the threshold. Based on an analysis of the statistics of these two years of activity of the synchronous system, it emerged that: - less than the 10% of the domain names that are in ‘redemptionPeriod’ status, are then actually restored by the Registrar; - if a Registrar is under the threshold credit and wishes to restore a domain name, he can make a payment with the credit card on the RAIN-NG portal; - some Registrars requested to reconsider the procedure to calculate the threshold credit by not taking into account the domain names in pendingDelete/redemptionPeriod status. The Registry, based on the above considerations, from Tuesday 4 October, will proceed to change the system of calculating the Registrar threshold credit, by removing from the threshold amount the costs for restoring and renewing the domain names that are in pendingDelete/redemptionPeriod. A tutti i Registrar, vi informiamo che, a seguito dell'approvazione della manovra finanziaria e dell'entrata in vigore dell'IVA al 21% a partire da sabato 17 settembre 2011, il Registro .it applichera' le seguenti condizioni inerentemente la fatturazione dei nomi a dominio nel .it: - tutti i versamenti per i quali e' gia' stata emessa fattura in data antecedente alla mezzanotte di venerdi 16 settembre, manterranno l'IVA al 20%; - tutti i versamenti per i quali non e' stata emessa fattura in data antecedente alla mezzanotte di venerdi 16 settembre, saranno soggetti all'IVA al 21%. Saranno frequenti, pertanto, casi in cui un Registrar disponga di versamenti con IVA al 20% e versamenti con IVA al 21%. In tali casi, il sistema di fatturazione tendera' ad esaurire prima quei versamenti la cui IVA e' al 20% per passare poi ad intaccare quelli con IVA al 21%. E' naturale che negli ipotetici casi di operazioni pendenti (come ad esempio quelle in cui la fase di addebito non e' contestuale con la fatturazione ma quest'ultima avviene solo al completamento dell'operazione stessa - ad es. operazione di registrarTrasfer, rinnovo di un nome a dominio,...), si potranno verificare aggiustamenti dell'importo dell'operazione in funzione dell'IVA da applicare al momento della conclusione dell'operazione. Vi informiamo anche che, ad oggi, il Sistema Informativo di Gestione delle Linee di Attivita' (SIGLA) gestito dalla sede centrale del CNR e' in corso di aggiornamento e che pertanto, il Registro .it non potra' emettere nuove fatture fintanto che il CNR non ne dara' comunicazione agli istituti. Al fine di non provocare disservizi ai Registrar, saranno, in ogni caso, accettati nuovi versamenti (tramite bonifico bancario e carta di credito) per i quali sara' emessa fattura successivamente. Vi informiamo infine che oggi, alle ore 16:30, sara' effettuato un restart dei server EPP epp.nic.it e epp-deleted.nic.it al fine minimizzare gli eventuali momentanei aggiustamenti degli importi delle operazioni. Cordiali saluti, lo staff del Registro .it ========================= Subject: To all Registrars, we inform you that following the approval of the financial bill and consequent entry into force of the 21% VAT rate, from Saturday, September 17, 2011, the .it Registry will apply the following provisions concerning .it domain names invoicing: - all payments that have already been invoiced before midnight of Friday September 16, will maintain the VAT at 20%; - all payments that have not been invoiced before midnight of Friday September 16, will be subject to the 21% VAT. Therefore, cases in which a Registrar has payments with both VAT at 20% and at 21% will be frequent. In such cases, the invoicing system will exhaust first the payments with VAT at 20% and then move on those with VAT at 21%. It is obvious that, in the hypothetical case of pending operations (such as operations in which the charging phase is not contextual to the invoicing phase, but this is only at the completion of the transaction - for example a registrarTrnasfer operation, a renewal of a domain name,...), adjustments concerning the cost of the operation, may be applied according to the VAT, at the conclusion of the operation. We also inform you that, the Billing Information System (SIGLA) managed by the CNR headquarters, is being updated, therefore the .it Registry will not have the possibility of issuing new invoices as long as the CNR does not give notice to the Institutes. In order not to cause any disservice to the Registrars, new payments (bank transfer and credit card ) that which will be invoiced later, will be accepted. Finally, we inform you that today, at 4.30 p.m., a restart of the EPP servers epp.nic.it and epp-deleted.nic.it will take place, in order to minimize any temporary adjustments in the amounts of transactions. A tutti i Maintainer/Registrar, vi informiamo che lunedi 25 luglio entrera' in funzione un nuovo servizio Whois accessibile via web, che andra' a sostituire quello presente alla URL http://www.nic.it/SR. Il nuovo servizio sara' allineato, nella modalita' di utilizzo e principali funzionalita', agli analoghi servizi Whois via web offerti dalla maggior parte dei Registri europei e non. La sua implementazione e' stata dettata, principalmente, dai seguenti fattori: - la chiusura del sistema di registrazione asincrono e la conseguente inutilita' di molte informazioni attualmente visualizzate, quali la ''data di richiesta'', la ''data di inserimento'', l'''ultimo modulo''; - la necessita' di uniformare i risultati, restituiti all'utente dal servizio Whois disponibile sulla porta 43 (whois.nic.it), con quelli restituiti dal servizio Whois via web. In particolare, questi ultimi non erano attualmente uniformi nel caso di nomi a dominio geografici, riservati, unassignable e nomi a dominio negli stati di revoked e to-be-reassigned (asincroni e sincroni). Il servizio e', inoltre, multilingue. Allo stato attuale le lingue supportate sono l'italiano e l'inglese e restituisce, di conseguenza, i risultati in italiano o inglese a seconda della lingua impostata sul browser. Il servizio sara' disponibile alla pagina http://www.nic.it/web-whois. Fino alla fine di agosto sara' comunque attivo un redirect da http://www.nic.it/SR a http://www.nic.it/web-whois. Cordiali saluti, lo staff del Registro .it To all Maintainers/Registrars, We inform you that on Monday, July 25, a new Whois service accessible via web will come into force and will replace the existing service available at the URL http://www.nic.it/SR. The new service will be in line, for what concern use methods and main functions, with the Whois web services offered by the majority of European and non-European registries. Below you can find the main factors that led to the implementation of the new service: - Asynchronous registration system closure and consequent uselessness of many information currently displayed, such as ''request date'', ''insertion date'', ''last form''; - The need to align the results, returned to the user by the Whois service available on port 43 (whois.nic.it), with those returned by the Whois service via web. In particular, the latter were not aligned in the case of geographical names, reserved , unassignable and domain names in revoked and to-be-reassigned statuses (asynchronous and synchronous). At present the supported languages are Italian and English and the service returns, therefore, results in Italian or English, depending on the language settings of your browser. The service will be available at the following link http://www.nic.it/web-whois. Until the end of August, however, there will be a redirect from http://www.nic.it/SR to http://www.nic.it/web-whois.
